There are a few options to change your avatar on the forums. You can upload one from your computer, use a URL, or create one in that avatar maker thingy. Pretty sure that's what you're asking.
And if you're meaning link pictures in posts you make on the threads, just click the button with the picture in it and it will ask you to enter the picture's URL.
