Perhaps there was a big war before the timeline of the game, when the species were trying to get settled into some form of 'government'. Bows and arrows were frequently used because if your aim was good it didn't matter if another species was faster than you or could fly and you couldn't (though how they used them without thumbs I don't know but doesn't matter). After the dust of the war settled, they needed some kind of currency and hey, look at all of these arrow heads that every species has. Perhaps the different kinds come from the fact that species living in different environments used different metals and rocks to make their heads? They valued the different materials and so maybe gold is worth 20 silver or whatever.
I also think that judging by the fact that gold and silver share the same texture but blue has a different, more smooth one, that blue is either worth way less than the others or worth way more. Probably less because of how you arranged them and how people tend to progress from left to right, and because in that image of your total money the image shown is the blue one so it would make sense that's the lowest value. Like seen in Legend of Zelda here, green rupees are the least valuable (though this would probably have been answered if I had ever played the game before LOL)
I didn't realize those were arrows I thought they were fish. Animals hoarding fish to exchange for goods and services.
What ARE arrows? Leftover weapon heads from another time.
Where did they come from? Maybe some kind of big war was supposed to happen so these arrows were prepared with the help of magic. Some were used but most weren't after a peace treaty came into effect.
Why are there three kinds? Three different factions with three different colors associated to them? Each faction was located in different regions of the map that had access to different materials which affected what color their arrows were.
Why are they currency? There were so many made that it was easier to adopt them so they didn't go to waste. Also as an indirect way to say: "I have more arrows than you so I am more powerful that you (as in they can make more weapons)." Different colors have different materials in them, with some arrows being made of weaker materials so they fall apart easily and are cheaper. More durable arrows are worth more.
I feel like a conspiracy theorist right now. But I can't wait to see what the actual canon is! ( ͡° ͜ʖ ͡°)
They're definitely arrowheads! Or they look a lot like them at least :') I don't really have ideas for them lore-wise that people haven't already said above, but I can see one of the three types being the most common (like the blue-ish one) and the gold/silver ones being rarer. Like one gold one could be equal to say, 1000 blue arrows. It'd be neat if you could exchange your blue arrows for gold/silver ones, or vice versa
What ARE arrows? I feel like this game is going to be more spiritual, so maybe arrows are special objects imbued with some sort of magic. This magic radiates as either blue (the least pure), gold (semi-pure), and white (pure). I feel like, in this case, they can be found all around the world, but of course the purer the rarer.
Where did they come from? Perhaps they came from the earth, where magic is compressed beneath the crust to such a point that it sticks together into a specific shape that appears to be an arrow? You know, kind of like how obsidian is formed, but as super-condensed magic.
Why are there three kinds? If the above were true, then it would be because of the process explained in where they came from. The most common type of arrow is the least pure because the majority of them are created imperfectly, like copper. The second type would be like gold in which it's a little rarer because it requires a more clean creation process. Then the third type would be like diamond, the rarest because it requires very specific conditions to be formed so perfectly.
Why are they currency? I'm thinking that maybe it would be because they have value due to the magic in them. Maybe creatures can use this magic to do things, like receive speed/stamina boosts and manifest fireballs or something!
I know my take is kinda whacko but I tried to think of something different hehe
