You can make as many presets as you want. BUT to have it added in the game you need to own an open preset slot.

Having a slot means you can make your own, personal preset as long its design is original (not copyrighted material e.g okami)

Also buying presets from the shop does not require a preset slot. Hopefully this clearified your confusion. ^^
